Security Services
AliTek Consulting provides public and private
sector clients with physical/cyber security expertise and services
to help them conduct security assessments, develop security plans,
and implement security programs that comply with DHS and DOT
regulations. We focus on four regulatory areas:
- Chemical Facility Anti-Terrorism Standards (CFATS)
- Customs Trade Partnership Against Terrorism (C-TPAT)
- Maritime Transportation Security Act (MTSA)
- Transportation Worker Identification Credential (TWIC)
CFATS, C-TPAT, MTSA, and TWIC are not abstract DHS initiatives for AliTek Consulting. We have been providing Homeland Security guidance and assistance to major energy and chemical companies since 2003.
Physical Security Consulting
Whether it’s helping clients understand government security regulations, such as TWIC, CFATS, and C-TPAT, or providing security system recommendations, AliTek Consulting is dedicated to providing timely and cost-effective security consulting services for public and private organizations.

Security Training
Trained personnel are the linchpin for having an effective security program. It does not matter what security systems, policies and procedures are in place if personnel are not adequately trained. AliTek Consulting provides this training, most notably training required by MTSA, TWIC and CFATS. We also provide on-site bomb search and vehicle/rail car screening courses, and we will tailor a training program to meet the policies and procedures that our clients currently have in place.

Security Case Studies
TWIC Case Study:
During the early development phase of TWIC regulations, AliTek Consulting was approached by a major Oil & Gas industry trade association to assist member companies provide formal feedback to the Department of Homeland Security’s (DHS) Notice of Proposed Rulemaking on TWIC. The formal response that was subsequently crafted by AliTek Consulting helped ensure the Energy Industry’s concerns and recommendations were identified and communicated to DHS. Following the publication of the TWIC Final Rule in the Federal Register, another major industry trade association (petrochemicals and refining) sought AliTek Consulting’s assistance in drafting a TWIC compliance framework for its members. This compliance framework, completed in early spring 2007, became the first guidance document of its kind to be developed for this industry sector.
Energy Industry Case Study:
Following the passage of MTSA and related U.S. Coast Guard regulations, a UK-based energy company needed assistance in getting its offshore and waterfront facilities in compliance with the new security act. Drawing upon AliTek Consulting’s deep background in maritime safety and security, we provided a complete suite of security services, which included a strategic roadmap, security assessments, plan development, security training, and drill and exercise design and implementation for all impacted personnel. This holistic approach enabled the client to meet its regulatory requirements with minimal disruption to its coastal and deep water operations in the Gulf of Mexico.
Chemical Industry Case Study:
In order to comply with the MTSA regulatory requirement for conducting security exercises, AliTek Consulting worked closely with an international chemical and refining client to develop a modular exercise program that incorporated “realistic” security threats that provided challenging scenarios for security personnel and HAZMAT responders. This modular approach allowed the client to implement exercises that were scalable and flexible to reflect the organization’s diverse operations, most notably for a critical Gulf Coast facility – the third largest petrochemical complex in the U.S.
Marine Transportation Case Study:
With the implementation of the International Ship and Port Facility (ISPS) Code, a Fortune 100 Energy company needed assistance in getting its LNG shipping operations in compliance with the new security code. Working closely with the client, AliTek Consulting developed a strategic “roadmap” that identified all of the salient requirements for its LNG carriers and recommended a timetable for performing security assessments, developing security plans and conducting underway training for crew members. This comprehensive approach expedited the regulatory compliance process and minimized the impact on the vessels’ ongoing trading operations in Asia and North America.
Hurricane Katrina Response Case Study:
In response to Hurricane Katrina’s strike on the Gulf Coast, AliTek Consulting developed an on-site security program for a major energy company’s humanitarian relief operation in Louisiana and Mississippi. This security program entailed the development and implementation of security procedures for the company’s operational staging area as well as procedures for the safe and secure transport of emergency items to employees impacted by the storm. As a result of this effort, critical supplies arrived quickly and safely to employees and their families in the Central Gulf Coast.
